Historically, Pho 54 had been good, but their quality had been degraded over the years. Service at this particular place is below average (friendliness, reaction to customer request). I particularly have problem with hygiene of the restaurant. They typically have a County health rate of C and you can see stuff on the floor. Not recommended.
