I ate all Pho Diners in Sacramento, Pho King 2, is best Pho Diner in Sacramento, maybe the best I ever I have. But I agreed the portions have gotten smaller in recent years. Although My favorite the Eryngium foetidum (sawleaf herb) seems to absent from the dishes, I think because of the cost.
