This is definitely the best Pho in Harrisburg. Located in the Penbrook Plaza, this restaurant is small but inviting. Rose is always there and as nice as can be. Their spring rolls are also the best in the area. The food is always prepared quickly, and the rest of the menu is just as good.

Another great Viet restaurant in Harrisburg, Rose's always has incredible food, especially pho. Prices are average and service is great.
