I work downtown and An's Lemongrass was the only place to eat Pho downtown. First off, the food they serve is equivalent to "watered down" Vietnamese food, similar to a mall food court eatery. To the average joe who doesn't know the difference between good and bad....well, this will do. But if you've been to any Vietnamese restaurant or Pho joint, you will immediately recognize my comparison here.
