It has been a few years, but everyone should be forwarned. The soup was good but obviously prepared in a less than acceptable environment. It smelled horrible in the restaurant, i ended up getting my soup to go, the restaurant was so disgusting. I am a huge pho phenatic, so i still really enjoyed the soup. I did go there several times and always just got the soup to go. The stench and filthiness was NOT a one time thing, it was unrelenting.

The Pho was great but like the other review mentioned, it's not the cleanest place around.
Btw, it was boarded up and closed down last week when I drove by on 01/18/08

This place is certainly not somewhere you go for atmosphere, but it is absolutely open.
It may be under new management, i never went there before 2010, but i wouldn't rate the kitchen as dirty. The restaurant itself is lackluster but clean. I go there often and find the service acceptable, and the pho is outstanding for what it costs.
If you're looking for a "dining experience" you may need to look elsewhere, but if you just want a really good bowl of soup for not a lot of money and don't need to be entertained by your surroundings, it's the place to go.
